MEDICARE PART D ASSISTANCE

Medicare Prescription Drug Benefit (Part D) is a voluntary program created by the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 (MMA).  The drug benefit is provided by private companies and offers coverage of outpatient precription drugs through a standard benefit plan that is set by law.  some plans might offer more coverage and/or additional drugs.  It is available to Medicare recipients regardless of income, health status or prescription drug usage.  Before enrolling in a Medicare prscription drug plan, bring in a list of your drugs, along with your Medicare card, to the Senior Center.  Your drugs will be entered into the computer to determine which plan offers the best coverage.  The premium, cost of each drug, and co-pay will be on the computer print-out.

You can pay your premium diretly, have the premium deducted from your Social Security check, or have it deducted from your bank account.

Help is available for people with lower incomes and few savings or other assets.  Depending on your level of need, your premium may be reduced or eliminated, your deductible may be reduced or eliminated, your co-insurance and co-pay amounts may be reduced and your coverage gap may be eliminated.  In order to determine if you qualify for this help, you must submit Form SS-108-20B-OCR-SM, Application for Help with Medicare Prescription Drug Plan Costs (also called the Low-Income subsidy or Extra Help Application).

Open enrollment is November 15 through December 31 each year.  You will be able to change plans once a year.

A SHIP (Senior Health Insurance Program) volunteer is available to assist with determining eligibility and enrollment in the Medicare Part D plan.

The Illinois Cares Rx Program, formerly called the Circuit Breaker, is offered to those who are 65 years or older, or 16 years of age or older and totally disabled.  Applicants must live in Illinois at the time of application and must continue to be a resident of Illinois.  Presently income limits are $24,808 for a household of one, $32,918 for a household of two, and $41,023 for a household of three.  Applicants must apply each year, as eligibility as well as individual financial situation may change from year to year.  Individuals enrolled in the program receive Part D prescription drug coverage with one of six prescription drug plans that coordinate with Illinois Cares Rx.

Through the Illinois Cares Rx program, you can receive assistance with premiums, annual deductibles, and co-pays.

Other benefits available through Illinois Cares Rx (IL-1363 Circuit Breaker) include property tax grants, rent assistance, and a license plate discount.

Applicants are urged to make every effort to file via the Internet, as the applications are processed much faster than those sent via US Mail.  If you would like to apply for Illinois Cares Rx, please call the Senior Center for an appointment.

VITA

Assistance with income tax preparation through the IRS VITA program is available during tax season.  This service is available to all seniors regardless of income and to all others with incomes of $40,000 or less.  Volunteers assist only with returns, supporting schedules and forms for which they have been trained.  Taxpayers with tax situations outside the scope of the volunteers' training, experience, and certification will be referred to preparers with the necessary training and experience.
